There’s currently a way to lock a box to the background. But no way to do similar for cards, such as to put them all the way in the background or the foreground, or keep them at the same Z axis, or send them backward a layer, etc.. The only way to manipulate card Z axis currently is to drag them, which brings them to the foreground. So if you have cards layered in a specific way, then want to move one of them, it might mess up the ordering.
it’s a tradeoff between absolute control, and trying to keep the ui from looking too much like a design app.
Let’s say there were buttons somewhere to move a card up and down the z-stack. But then what should happen when you drag a card?
If the card maintains it’s z position: but this means that you can drag a card under other cards. For someone actively thinking about z, that’s desirable - but I would posit that in the vast majority of cases where you’re thinking up ideas and moving them around you actually always want your cards to move to the front when dragged.

That’s all completely fair, I don’t necessarily want Kinopio to turn into a full-on design app as well.
So maybe I’ll talk a bit more about the annoyance I hit semi-often: I tend to layer cards on top of each other pretty commonly, such as an image that is above or below another card. But it’s very easy for me to break that layering when trying to move cards around, causing me to have to fiddle with every individual card a bunch in order to put that layering back into place every time it breaks. (I think I remember this happening when I multi-select cards and move them around sometimes) The desire here is to be able to keep the ordering for those cards that I’ve layered as I’m moving things around.
